  A: High-emission (high-pollution) motor vehicles mean those at the lowest level of emission control during driving and those above the standard of exhaust. Pollutants from a high-emission vehicle are 5 times that of State I Standard, 7 times that of State II Standard and 14 times that of State III Standard. So far, high-emission (high-pollution) motor vehicles mean those with spark ignition engines below State I Standard and compression-ignition engines below State III Standard. 三

  A: From September 1, 2012, all vehicles without valid green and environment protection marks are restricted in Huangpu District on 24-h basis.

  A: The district has three high-emission vehicle restriction areas.

  Yellow marks: For vehicles with spark ignition engines below State I Standard and compression-ignition engines below State III Standard.

  A: In consideration of the following, Huangpu District adopts high-emission vehicle restriction measures:

  1. To reduce exhaust pollution of the vehicles, improve air quality and secure health of the citizens.

Since it is still too early to fully eliminate high-emission vehicles and it is very important to control their pollution, restriction measures are practical and effective in consideration of experience of cities both at home and abroad in addition to considering economic, social, environment and other factors.

  III. Due to rapid growth of vehicles, restriction measures will effectively relieve pollution pressure and free some environment capacity to meet design of more citizens for cars.

  IX. Will buses, taxi, passenger/freight vehicles and other high-emission vehicles also be restricted?

  A: Buses, taxi, passenger/freight vehicles, etc, also subject to the restriction regulations, shall also not travel in the restricted sections and areas without green and environment protection marks.

  A: The legal grounds of restriction measures include Air Pollution Prevention Law of the People's Republic of China, Guangdong Motor Vehicle Exhaust Pollution Prevention Control Regulations, Guangdong Road Traffic Safety Regulations, Guangzhou Motor Vehicle Exhaust Pollution Control Regulations, etc. The following is details:

  1. Air Pollution Prevention Law of the People's Republic of China

  Article 33 (1): The in-use motor vehicles shall not travel on the roads not in line with the current in-use motor vehicle pollutants emission standards of the motor vehicles on their manufacturing.

  2. Guangdong Motor Vehicle Exhaust Pollution Prevention Control Regulations

  Article 5 (2): In the event that the air quality of the urban air is above the alarm limits, county or higher-level governments may impose restriction on motor vehicles for some street sections in the urban area.

  Article 8: The in-use motor vehicles shall not travel on the roads not in line with the current in-use motor vehicle pollutants emission standards of the motor vehicles on their manufacturing.

  3. Guangdong Road Traffic Safety Regulations

  Article 58: In any of the following actions, the drivers of motor vehicles shall be ordered to correct, warned or fined by RMB 200;

  (13) Violating restriction marks and prohibiting lines or signs.

  4. Guangzhou Motor Vehicle Exhaust Pollution Control Regulations

  Article 18: The Municipal Government may implement environment protection marking management system over motor vehicles in the City, if necessary for motor vehicle emission pollution control, and the traffic control measures by restricting travelling areas and times against the motor vehicles without or with certain environment protection marks according to the conditions and requirement of environment quality. The detailed measures shall be formulated by the municipal environment protection authority together with the municipal public security authority, and put into effect after approval from the Municipal Government.

  XI. What is the punishment against forfeiting and changing of auto environment protection marks? 对于伪造、变造环保标志

  In case of forfeiting and changing environment protection marks or using forfeited and changed auto environment protection marks or appropriating environment protection marks of other vehicles, the wrongdoers will be punished by the public security authority in accordance with Public Security Administration Punishment Law of the People's Republic of China and Guangzhou Motor Vehicle Exhaust Pollution Control Regulations.

  A: For vehicles registered in the City, you need to provide motor vehicle driving license and valid certificates of the vehicle owner (and ID certificate of the agent, if any) on initial application and renewal of environment protection marks. For vehicles registered elsewhere, you need only to provide motor vehicle driving license and ID certificate of the applicant.

  14. How to renew expired environment protection marks?

  A: The expired environment protection marks may be renewed on regular checking of the vehicles; the vehicles may receive renewed marks on qualification of exhaust test.

  15. Shall a vehicle registered elsewhere apply for environment protection marks, if it has received environment protection marks at its registration place?

  A vehicle registered elsewhere does not have to apply for environment protection marks, if it has received environment protection marks at its registration place. A vehicle holding valid green and environment protection marks issued by the environment protection authority at its registration place can travel in the restricted area. According to the working arrangement by the Ministry of Environment Protection, all regions of China are issuing environment protection marks, so it is suggested that the visiting vehicles apply for environment protection marks at home as much as possible.

  16. Can a visiting vehicle without environment protection marks enter and travel in Huangpu District?

  A: A visiting vehicle without environment protection marks cannot enter only the high-emission vehicles sections and restricted areas rather than elsewhere.

  17. Can a vehicle with green and environment protection marks leisurely travel in any area?

  A: Due to vehicle maintenance and other problems, a vehicle with green and environment protection marks may have exhaust or dark smoke, the environment protection and the public security authority will jointly carry out road sampling, and the environment protection authorities may set remote sensing and monitoring to punish the vehicles violating the exhaust standards in accordance with Guangzhou Motor Vehicle Exhaust Pollution Control Regulations.
